Skill Mastery Tooltip

Skill Mastery is a measure of experience and bonuses gained through practice. It is acquired by performing tasks. Level of the Mastery is capped at character level - a player at level 60 can master skills up to level 60.

In essence - the more one does something, the better one will become at that task.
